要約:The purpose of this research work was to diagnose the working environment of the administrative staff of the Municipal Decentralized Autonomous Government of Tosagua City to contribute in the improving of the performance of the functions of public servants. In this investigation was applied techniques such as: observation, interview, which was directed to Lic. Jorge Almeida (Head of Administrative Development) and also were surveyed the public servants who work in that institution, where it was identified that there are problems of working environment affecting the execution of processes and weakens the internal communication causing inappropriate interpretation of information; after that it was carried out the qualitative analysis of the working environment survey and based on these results was conducted the brainstorm to identify the key issues and sub-causes that are taxed, once completed this process, it was elaborated cause-effect diagram where the main causes and sub-causes were presented based on some aspects such as: communication, professional development, leadership, working conditions, values and customs, also in the processes affecting the working environment. Then improvements actions were developed focusing on remedial activities to mitigate the problems affecting the working environment where public servants are performed in order to achieve a successful result in the application of these activities through the support and commitment of all public servants and thus contribute to the objective of the improvement plan.
