To focus on the problem and weaknesses, evaluation instruments were developed, such as the interview conducted with the president of the parish council and the survey directed at a sample of the population, which provided relevant information. Inductive methods were used to develop this work. , deductive and synthetic analytical. The results reflected the dissatisfaction of the inhabitants due to the unfulfilled promises, the critical knots found allowed us to recommend an improvement plan to contribute to the local development of the parish. Due to these shortcomings, it is recommended to develop an improvement plan to contribute and streamline the processes, and in the services, coverage and opportunities to participate in the Open Government for local development. |

Due to these shortcomings, it is recommended to develop an improvement plan to contribute and streamline the processes, and in the services, coverage and opportunities to participate in the Open Government for local development.Este proyecto de investigación parte de un Análisis del Gobierno abierto en el desarrollo local de la parroquia rural de Canuto, durante el periodo 2019-2021, tiene como fin proponer un plan de mejoras para contribuir al Gobierno abierto con los recursos del territorio para el desarrollo local de la parroquia como una alternativa que involucre a la ciudadanía en el proceso de toma de decisiones responsables basados en principios de participación, también tiene como objetivo analizar la influencia del Gobierno abierto en el desarrollo local. Para focalizar el problema y las debilidades se elaboraron instrumentos de evaluación como la entrevista realizada al presidente de la junta parroquial y la encuesta dirigida a una muestra de la población, misma que brindó información relevante, para el desarrollo de este trabajo se utilizaron los métodos inductivo, deductivo y analítico sintético. Los resultados reflejaron la insatisfacción de los habitantes por las promesas incumplidas, los nudos críticos encontrados permitieron recomendar un plan de mejora para contribuir al desarrollo local de la parroquia.
