Participación ciudadana en la gestión pública desde la democratización institucional en el GAD cantonal de Portoviejo. Periodo 2020-2021

This proposal evaluates citizen participation in the public management of the Portoviejo cantonal GAD, to encourage institutional democratization during the periods 2020-2021. The methodology was exploratory and was made up of the collection of bibliographic and primary data from the government entity, thus inducing the bibliographic and factual description of two variables in which the study demanded the application of deductive, inductive and analytical-synthetic methods, through of the application of surveys and interviews that addressed the reality of the institution. The results determined that the government entity applies citizen participation mechanisms from each of its areas. The level of acceptance ranges between 60 and 90% of citizen trust. Regarding participation, it exceeds 70% and its rating level is medium-high. Regarding the application of strategies, it is 100% fulfilled. However, officials recognize that society lacks interest in formally integrating into GAD decision-making, and; some do so based on little knowledge of their citizen rights to participate in some projects and other requirements. It is recognized that one of the weaknesses assumed by the management of the entity in terms of participation is due to the fact that the population disengages from their rights and does so informally. It is concluded that the strategy plan will contribute to closing the gap between the participation of society and the management of the GAD.
