الملخص:This research was conducted in the city of Sock with the aim of providing the Fire Department "Casimiro Farfan" Bolivar Canton a technical tool to optimize the performance, efficiency, effectiveness of staff and improving care for internal and external users. In developing a proposed Manual are designed Organic Functional description of the organizational structure and the determination of the dependency relationships, description of the administrative units details of all units thaf form, reflecting the best as posible the potential of administrative and operational staff of the Fire Department. The implementation of this technical tool will increase the sense of belonging, generate an organizational environment promoting teamwork, which is why it becomes necessary and essential to the understanding, support and firm commitment of the authorities and employees in order to have ethical beings, intelligent and competent to enable fulfillment of his mision, but above all, excellent professionals. Finally with the release of this proposal Organic Functional Manual, it is expected that Fire Department "Casimiro Farfan" Bolivar Canton obtain a working tool, a proposal that will merit your application and this can deliver successful results to the community, involving all levels of the institution so they can provide performance and develop it according to different capacities.
