Besides, they determined the strategic axes that the vestry should focus itself. This investigation sustains itself in real data gathered by the investigators and backed in laws used in investigation. Quiroga's GAD collaborated with the necessary information to know the origin and the reality of this territory. With this base investigation elaborated him the elements keys that form the proposal of the strategic plan, emphasizing that the population should get involved more in public decisive processes. The legal documents countersigned by authority include nominator themselves in order to hold the veracity of investigation and for the postulants of the thesis. |

The legal documents countersigned by authority include nominator themselves in order to hold the veracity of investigation and for the postulants of the thesis.La presente tesis tuvo como objetivo principal proponer el diseño de un plan estratégico para proyectar el desarrollo socio-económico de su circunscripción territorial para el período 2012-2016, para lo cual se realizó el estudio y evaluación de la situación actual de este gobierno parroquial, a través de un sistema de recolección de datos que comprendió encuesta, entrevista y una guía de observación directa, para identificar los problemas, analizar la información, proponer la solución y reflejarlo en un plan estratégico. Además, se determinaron los ejes estratégicos que la Junta Parroquial debe enfocarse. Esta investigación se sustenta en datos reales recolectados por los investigadores y respaldada en leyes utilizadas en la investigación. El GAD de Quiroga colaboró con la información necesaria para conocer el origen y la realidad de este territorio. Con esta indagación de base se elaboraron los elementos claves que forman la propuesta del plan estratégico, destacando que la población debe involucrarse más en procesos públicos decisivos.
