Summary:The purpose of this research was to design strategies to improve document management in the Human Talent Department of the Decentralized Autonomous Government (GAD) of Portoviejo, considering that inadequate document management directly affects administrative efficiency, institutional transparency, and the quality of public service. To obtain information, a methodology integrating inductive, deductive, and analytical-synthetic methods was applied, allowing observation of the archival reality and its comparison with existing theories and regulations. Data collection was carried out through an interview with the Human Talent Director and a survey administered to the department’s staff, instruments that clearly identified weaknesses in the document management processes. However, progress was noted in the SAFT system, which provides a favorable foundation for modernization. The proposed strategies aim to strengthen efficiency, organization, accessibility, and document preservation, thereby ensuring safer, more transparent, and sustainable processes in the management of the Human Talent Department of the GAD of Portoviejo.
