| Sumari: | The objective of this research was to propose an occupational health and safety management system based on the ISO 45001:2018 standard for the Zonal Directorate 4 of the Ministry of Environment, Water and Ecological Transition of Ecuador, with the purpose of improving working conditions, reducing risks, and protecting employee well-being. The study followed an applied research approach, combining qualitative and quantitative methods, with a non-experimental and field-based design. Data were collected through surveys, interviews, direct observation, and document analysis. Analytical-synthetic, inductive-deductive, and statistical methods were used for processing and interpretation. A probabilistic simple random sampling technique was applied to select 118 workers from a population of 166 employees. The results revealed a very low level of compliance with the ISO 45001:2018 standard, with high exposure to psychosocial risks, followed by physical, ergonomic, and mechanical hazards. It was concluded that the Zonal Directorate 4 lacks a structured system for managing occupational risks, which supports the need for implementing a comprehensive management system aligned with international standards. The proposed system includes a manual tailored to the institutional context and aligned with regulatory requirements. This tool will enable the establishment of effective controls, the promotion of continuous improvement, and the strengthening of a preventive culture within the organization. |
