Sumari:The purpose of the study was to elaborate a sustainable tourism development plan that would contribute to obtaining blue flag certification for the beach of Crucita-Portoviejo parish, Ecuador. The methodology was structured in three phases; first a general tourism diagnosis analyzing the current situation of the attraction, 6 interview questionnaires were applied to local managers studying the existing problems in tourism departments, field trips were carried out allowing direct observation of the tourism offer. To study the demand, 196 surveys were applied to visitors showing satisfaction and knowledge of the destination, 42,9% said it was good, and 41,3% said it was fair, A strategic SWOT analysis was completed. In the second phase, criteria and guidelines for sustainable planning were identified using a selection sheet with indicators from the UNWTO (2005) and Blue Flag (2020), selecting relevance in complying with environmental legislation, adequate waste management, compliance with water quality standards, infrastructure management and maintenance, among others; criteria from the Blue Flag Certification (2020) and Ecuadorian Technical Standard Inem 2631 (ECUADOR) were analyzed to define tourism sustainability guidelines using the selection matrix. The third phase was the proposal of the sustainable tourism development plan, where objectives, mission, vision, strategies and dynamics were determined to improve tourism quality. Through the 5W2H matrix, 3 programs and 9 projects were proposed for sustainable management in 4 years; these results are the technical basis for obtaining beach certification.
