| description | The purpose of the study was to elaborate a sustainable tourism development plan that would contribute to obtaining blue flag certification for the beach of Crucita-Portoviejo parish, Ecuador. The methodology was structured in three phases; first a general tourism diagnosis analyzing the current situation of the attraction, 6 interview questionnaires were applied to local managers studying the existing problems in tourism departments, field trips were carried out allowing direct observation of the tourism offer. To study the demand, 196 surveys were applied to visitors showing satisfaction and knowledge of the destination, 42,9% said it was good, and 41,3% said it was fair, A strategic SWOT analysis was completed. In the second phase, criteria and guidelines for sustainable planning were identified using a selection sheet with indicators from the UNWTO (2005) and Blue Flag (2020), selecting relevance in complying with environmental legislation, adequate waste management, compliance with water quality standards, infrastructure management and maintenance, among others; criteria from the Blue Flag Certification (2020) and Ecuadorian Technical Standard Inem 2631 (ECUADOR) were analyzed to define tourism sustainability guidelines using the selection matrix. The third phase was the proposal of the sustainable tourism development plan, where objectives, mission, vision, strategies and dynamics were determined to improve tourism quality. Through the 5W2H matrix, 3 programs and 9 projects were proposed for sustainable management in 4 years; these results are the technical basis for obtaining beach certification. |

La metodología se estructuró de tres fases; primero un diagnóstico turístico general analizando la situación actual del atractivo, se aplicaron 6 cuestionarios de entrevistas a gestores locales estudiando las problemáticas existentes en departamentos turísticos, se realizaron salidas de campo permitiendo observar directamente la oferta turística. Para estudiar la demanda se aplicaron 196 encuestas a los visitantes mostrando satisfacción ambiental y conocimiento sobre el destino, el 42,9% manifestó que fue buena, y el 41,3% regular, se finalizó con el análisis estratégico FODA. En la segunda fase se identificaron criterios y lineamientos de planificación sostenible, utilizando una ficha de selección con indicadores de la OMT (2005) y de Bandera Azul (2020), seleccionando, pertinencia en cumplir normativas de legislación ambiental, disponer una adecuada gestión de residuos, cumplimiento de estándares de calidad de aguas, gestión y mantenimiento de infraestructura, entre otros; se analizaron criterios de Certificación Bandera Azul (2020) y Norma Técnica Ecuatoriana Inem 2631 (ECUADOR), para mediante la matriz de selección definir lineamientos de sostenibilidad turística.
