Eficiencia y eficacia de gestión en el departamento de tesorería del Gobierno Autónomo Descentralizado del Cantón Bolívar Período 2018

The present investigation was carried out with the purpose of evaluating the efficiency and effectiveness of the management in the treasury department of the Autonomous Decentralized Government of Bolivar Canton during the period of the year 2018, to achieve the fulfillment of this objective, methods such as the inductive, deductive and analytical were used, those that detail characteristics of the study object. Techniques were also used, such as the interview with the municipal treasurer to obtain relevant information about the department's POA, administrative processes, services that it provides, tax collection, among other aspects. Then, a survey was applied to the population sample in order to know the degree of efficiency and satisfaction in the services provided during that period. Consequently, management indicators were used, such as efficiency, effectiveness and effectiveness, which allowed the application of the traffic light technique to assess the degree of compliance in the taxes collected. Finally, once these tools were applied, the design and application of an improvement plan was given, which contains optimal measures to mitigate shortcomings found in the management of said department, to strengthen management in the study area.
