Techniques were also used, such as the interview with the municipal treasurer to obtain relevant information about the department's POA, administrative processes, services that it provides, tax collection, among other aspects. Then, a survey was applied to the population sample in order to know the degree of efficiency and satisfaction in the services provided during that period. Consequently, management indicators were used, such as efficiency, effectiveness and effectiveness, which allowed the application of the traffic light technique to assess the degree of compliance in the taxes collected. Finally, once these tools were applied, the design and application of an improvement plan was given, which contains optimal measures to mitigate shortcomings found in the management of said department, to strengthen management in the study area. |

Finally, once these tools were applied, the design and application of an improvement plan was given, which contains optimal measures to mitigate shortcomings found in the management of said department, to strengthen management in the study area.La presente investigación se realizó con la finalidad de evaluar la eficiencia y eficacia de la gestión en el departamento de tesorería del Gobierno Autónomo Descentralizado del Cantón Bolívar durante el año 2018, para lograr el cumplimiento de este objetivo, se emplearon métodos como el inductivo, deductivo y analítico, aquellos que detallan características del objeto de estudio. Asimismo, se utilizaron técnicas, como la entrevista al tesorero municipal para obtener información relevante sobre el Plan Operativo Anual del departamento, procesos administrativos, servicios que brinda, la recaudación de impuestos, entre otros aspectos. Luego, se aplicó una encuesta a la muestra de la población con el fin de conocer el grado de eficiencia y satisfacción en los servicios brindados en dicho período. Por consiguiente, se utilizaron indicadores de gestión, tales como eficiencia, eficacia y efectividad, los mismos que permitieron la aplicación de la técnica del semáforo para evaluar el grado de cumplimento en los impuestos recaudados.
