Sumario:The research aimed to develop a proposal for improving the system performance evaluation based on indicators to improve the human talent of the Provincial Government of Manabi. Through the study, it was possible to the efficiency and labor efficiency in the execution of business processes. A non-experimental methodology, field, descriptive, evaluative used for this purpose. A diagnosis is made through the application of data collection tools such as the interview in the first instance, applied 14 department heads and supervisors in order to meet the need for a proposed improvement in the institution. Similarly the survey, aimed at 41 officials of the Prefecture was used. Both samples represent the whole population in each case. Based on the diagnosis, was identified the need for an efficient evaluation, proceeding to design a new matrix based on the manual of institutional functions and compliance with applicable labor standards and EVAL matrix Labor Ministry. Among the modified aspects are indicators to measure, to which were given levels of quantity, quality and time bound in a statistical quantitative-qualitative matrix type, which comprehensively assesses the work of each individual. The matrix was socialized with the staff of Human Resource Prefecture, being received with great expectations for implementation.
