要約:The aim of this study was to design a model for performance evaluation competency to the administrative staff of the Vice-Ministry of Aquaculture and Fisheries, presenting the most important aspects of performance evaluation, since it is the ideal means for successful management of human resources in any organization. Two types of research were used; field and descriptive with the application of a tool called CHECKLIST modified the evaluation model MRL-EVAL 01, currently implemented by the Ministry of Labour and a structured interview addressed to the Chief of the Unit of Human Talent for being the agency responsible for such evaluation. The dimensions considered to evaluate job performance were clarity, scope, objectivity, level control and impact. Among the findings, it is noted that the tool used by the institution for the evaluation of administrative staff has an excellent dimension regarding the objectivity of qualifying, a very good dimension regarding the impact that application, a good dimension in on the level of scope, regulate concerning the clarity of the tool, and bad concerning the level of control. It is concluded that the proposed model performance evaluation competency will strengthen the performance of staff Vice-Ministry of Aquaculture and Fisheries, basing its justification and importance in the human factor is the most important within any organization active and it determines their existence.
