Riassunto:The objective of this was to develop a system of indicators that contributes to the innovation of the study of the tourism sector of the Portoviejo canton in the context of COVID-19. A characterization of the study area was carried out in relation to tourism innovation, followed by an evaluation of the impacts caused by the pandemic, and the development of indicators for the evaluation of tourism innovation. It was shown that the destination does not have a post-COVID-19 economic reactivation plan, being a limitation for the recovery of the various sectors, especially tourism, with strong effects on the accommodation area, a survey was applied on innovation in the tourism plant (accommodation, catering and transport) through which it is shortened that companies have difficulties in adopting new technologies. Based on the deficiencies found, 38 indicators adjusted to the reality of the territory and associated with the sectors that are involved in its management (academy, business and civil society) were identified. From this research, it can be concluded that the Portoviejo destination has the potential to achieve tourism development, however, it requires adequate management of innovation to become a competitive destination.
