| Özet: | This present research was developed with the purpose of determining guidelines to support the creation of a Tourism Management Organization in Portoviejo canton; through the establishment of public-private partnerships that allow to develop the tourist activity in a more efficient way. To comply with the proposal, a methodology was designed, which was divided into four phases: the first consisted of the situational characterization of Portoviejo canton, which together with the collection of information through the application of surveys and interviews to the public and private sectors, it was possible to observe the lack of understanding between the two sectors regarding the alliances and management organizations. The second phase focused on the internal and external diagnoses of the alliances and their application environment, which, together with the FODA matrix, made it possible to define strategy objectives, strategies, policies and structural organizational charts of the Management Organization. The third phase focused on the structure of the guidelines, giving way to the development of a tourism management model; the last phase determined the tools for follow-up that should be given to alliances, setting goals, objectives and accountability for each stage. Taking these stages into consideration, concrete results were obtained, such as the strategic needs of more importance for the private sector, concluding that the little management that is applied in the tourist processes directly affects the image of Portoviejo as a tourist destination. |
