For the obtaining of the work phases were applied each one by different activities that denoted the fulfillment of the social actors. Then there was elaborated a comparative picture that allowed to link the laws that govern the civil participation, likewise an interview was applied to the manager of the department in the one that decided which are the mechanisms used in the GAD of Bolivar, , The survey provided relevant information the same ones that were quantified and later tabulated announcing the failings and strengths of the protagonists what I carry to raising actions of improvement that they stimulate and hold to the citizenship and to the municipal entity to carry out a public management based on the transparency efficiency and efficiency. . It is necessary to emphasize that in the municipality only they handle three mechanisms which is a negative aspect for both protagonists limiting the intervention of both social actors. |

It is necessary to emphasize that in the municipality only they handle three mechanisms which is a negative aspect for both protagonists limiting the intervention of both social actors.La participación ciudadana es un derecho concebido por la Constitución, ejercido mediante las diferentes instancias de participación, el ente municipal de Bolívar ha promovido la intervención por medio de una ordenanza cuya finalidad es buscar que la colectividad se involucre en las gestiones que ejecuta el GAD; a través del estudio se evaluó la participación de la sociedad en la toma de decisiones en los asuntos de interés público, el mismo que tiene como objetivo determinar la aplicación de los mecanismos de participación y a su vez conocer el apego de este proceso con las leyes ligadas a la participación ciudadana. Para la obtención del trabajo se aplicaron fases cada una con distintas actividades que denotaron el cumplimiento de los actores sociales. Luego se elaboró un cuadro comparativo que permitió vincular las leyes que rigen la participación ciudadana, así mismo se aplicó una entrevista a la encargada del departamento en la que se determinó cuáles son los mecanismos empleados en el GAD de Bolívar, la encuesta proporcionó datos relevantes las mismas que fueron cuantificadas y posteriormente tabuladas dando a conocer las falencias y fortalezas de los protagonistas lo que conllevo a plantear acciones de mejora que incentiven y comprometan a la ciudadanía y al ente municipal para llevar a cabo una gestión pública basada en la transparencia eficiencia y eficacia.
