总结:This main goal of this study was the elaboration of a tourism management model to strengthen the linkage between the ESPAM MFL and the central cantons of the Manabi province, the plan embodies four phases: the first is the determination of an Institutional Legal Framework where the laws and rules for tourism management by municipalities and the involvement of higher education institutes are analyzed and synthetized, the second phase consists of a situational analysis by the use of a characterization card that evaluated the current political, socio economic, environmental and touristic state of de cantons in study, the use of a SWOT matrix allowed the internal and external factors evaluation, the third phase corresponds to the evaluation of the incidence of the linking processes trough an interview with directors of the tourism area in the municipalities of: Rocafuerte, Tosagua, Junin and Bolivar where information about existing inter-institutional agreements with the ESPAM was obtained as well as the level of compliance with them. Finally, the fourth phase was the elaboration of the management model as a fundamental strategy to strengthen the linkage in a coherent and organized way between the ESPAM and the central zone of Manabi. Therefore, the tourism management model based on the reality of the cantons under study, along with the joint work of the university, GADS and tourism service providers, becomes the main tool for linking, managing and developing the tourism activity in the province.
