Planificación estratégica para la empresa pública ESPAM MFL, periodo 2021-2025

ABSTRACT This research was developed with the purpose of proposing a strategic plan for the ESPAM MFL 2021-2025 Public Company, based on the need to establish objectives that contribute to its growth, adjusted to the changing conditions of the environment. To achieve this purpose, three methodological phases were carried out: the first consisted of diagnosing the situation of the company, for which tools such as the observation sheet and the interview were used to obtain information, which were validated through the Delphi method, in addition, the Holmes matrix was used to identify and prioritize internal and external elements, the EFE and EFI matrix to evaluate external and internal factors, the MPC to assess the entity's competitive profile, and subsequently the SWOT analysis; the second stage allowed the formulation of objectives, as well as the design of strategies using the crossed SWOT matrix, in addition, compliance and responsibility policies were developed; the third phase consisted in the elaboration of a strategic planning through the elaboration of a strategic map, the selection of indicators and acceptance criteria using the traffic light tool and finally the elaboration of the CMI for the subsequent follow-up of the planning. The main results determined that the current state of the PE shows internal and external factors that need to be addressed to improve its business management. It is concluded that the proposed strategic planning covers the necessary guidelines for the EP to achieve its objectives of business and economic growth.
