Yhteenveto:The research analyzes the inclusion of artisans in the public procurement processes of the Decentralized Autonomous Municipal Government of Bolívar City, with the aim of identifying barriers, limitations, and opportunities for participation. A mixed-methods approach was applied, combining qualitative and quantitative techniques: review of the national regulatory framework, surveys for 100 artisans, and interview with an official of the sector. Inductive, deductive, and analytical–synthetic methods were also employed, which permitted the problem to be taken apart from its essential elements and then to be integrated into a comprehensive analysis. The results revealed low participation: only 15% of artisans are registered in the Unified Suppliers Registry (USR), 62.5% have never participated in procurement, and more than 70% perceive opacity and inequality in opportunities. Among the main barriers, lack of information, insufficient training, poor knowledge of digital tools, and the complexity of technical requirements are outlined. Despite the fact that laws such as the LOSNCP and the Artisan Defense Law promote their inclusion, the municipal government lacks internal regulations, support mechanisms, and specific strategies. In response, an action plan was designed based on six strategic pillars: continuous training, assisted registration days, inclusive fairs, local ordinances, incentives, and monitoring systems. The implementation of these measures seeks to stimulate the local economy, strengthen artisan competitiveness, preserve cultural heritage, and ensure equitable access to public resources, thereby contributing effectively to the economic and social development of Bolívar Canton.
