The results showed nonconformity in the users, due to disorganization and operational problems caused by teleworking, such as lack of rules and regulations that regulate the online modality, delay in the technological system and poor professional training. In conclusion, an action plan with administrative management strategies will strengthen quality and officials will execute public resources in accordance with good practices of public administration. |

La estrategia metodológica responde a la investigación de campo, descriptiva y documental, sistematizada con los métodos deductivo e inductivo, mediante las técnicas encuesta y entrevista. Los resultados mostraron inconformidad en los usuarios, debido a desorganización y problemas operativos ocasionados por el teletrabajo, tales como carencia de reglas y normas que regulen la modalidad online, demora en el sistema tecnológico y escasa capacitación profesional.
