Résumé:The main objective of the current research was to evaluate the organizational culture and institutional values of the employees of the Decentralized Autonomous Government of Rocafuerte Canton. To achieve this objective several methods were used that were necessary their application, deductive, inductive, and analytical method, in this way gave alignment for the development of research, as well as the application of techniques that allowed the collection of relevant information, such as the interview and the survey that was applied to Gad officials, in this way certain and truthful results were obtained to support the investigation. It was concluded that a good application of the objectives of the research, allowed to know the various factors that directly influenced, such as, lack of talks, lack of promotion of institutional values, little use of communication channels and lack of training on issues related to organizational culture, in this way the shortcomings that existed about the organizational culture and in this way the low work performance in the officials of the Gad is evidenced. Therefore, the proposed strategies are of great support which contributes effectively to the officials, so that it was socialized and welcomed in a positive way by the managers.
