To comply with the objectives set in the research, three important phases were executed, which allowed obtaining real and truthful information about the staff's level in terms of developing their skills. Firstly, the state of the art was established through a rigorous bibliographic review, which determined a significant relationship between the study variables. After this, field instruments (interview and survey) were designed under the Servqual model and the Likert scale model, which allowed identifying the weaknesses that public servants have in terms of soft skills. Once the deficiencies found were described, improvement strategies were developed using the 5w+1h planning matrix with the purpose of encouraging employees to continuously develop soft skills in order to improve job performance within the institution. It is important to be clear about how indispensable it is to have public servants with soft skills to achieve institutional success. |

It is important to be clear about how indispensable it is to have public servants with soft skills to achieve institutional success.La finalidad de esta investigación fue analizar las habilidades blandas de los servidores públicos del Centro de Salud Tipo C del cantón Tosagua para la determinación de su influencia en el desempeño laboral. Las habilidades blandas se definen como un conjunto de destrezas de carácter emocional relacionadas con la actividad social e indispensable dentro del desempeño laboral ya que permite a las personas relacionarse efectivamente con los demás, trabajar de manera colaborativa, resolver conflictos, y adaptarse a los constantes cambios del entorno profesional. Para dar cumplimento con los objetivos planteados en la investigación se ejecutaron tres fases importantes las mismas que permitieron obtener información real y verídica sobre el nivel del personal en cuanto al desarrollo de sus habilidades, en primera instancia se estableció el estado del arte a través de una rigurosa revisión bibliográfica, la misma que determinó una relación significativa de las variables de estudio, después de esto se diseñaron los instrumentos de campo (entrevista y encuesta) bajo el modelo Servqual y el modelo escala de Likert mismos que permitieron identificar las debilidades que poseen los servidores públicos en cuanto a las habilidades blandas. Una vez descritas las deficiencias encontradas se elaboraron estrategias de mejora mediante la matriz de planificación 5w+1h con el propósito de incentivar a los funcionarios al desarrollo continuo de las habilidades blandas con la finalidad de mejorar el desempeño laboral dentro de la institución.
