总结: | The main objective of the research was to design a model of citizen participatory management in the Municipal Decentralized Autonomous Governments of the province of Manabí, work that began with the collection of information on the main topics on existing models that apply in municipalities. Field research was applied where relevant data was acquired using the techniques used; interviews with representatives of each institution, and surveys of civil society in order to know their criteria on citizen participation. It was also necessary to implement various methods such as deductive, inductive and analytical that helped determine the level of intervention of citizens, the most outstanding results is the highest percentage of citizen participation identified in the canton El Carmen with 76%, it should be noted that it is the only canton that meets this process efficiently , the others have established the mechanisms but do not achieve the proper results, and the case of the Jama canton reflecting a 96% non-participation in the mechanisms, resulting in concomitant with the vast majority of cantons. The evaluation allowed the design of the citizen participatory management model for decision-making, through participatory actions, applied to strategic, operational and monitoring and control management, which admits to recommend that the implementation of the model will allow for a connection between citizens and municipalities. |
