Shrnutí:The present study aimed to analyze citizen empowerment in the municipal management of the GADM of Chone canton, focusing on public collaboration and innovation, as well as citizen participation during 2024, with the goal of proposing improvement actions to strengthen the implementation of Open Government. The research adopted a descriptive, bibliographic, qualitative, and field-based approach, applying interviews, the Open State Metrics matrix, and inductive, deductive, and analytical-synthetic methods, which allowed for the triangulation of theoretical, normative, and empirical information, ensuring a comprehensive analysis of the object of study. The findings show that the management is framed within the Constitution of the Republic (2008), the LOAFIP (2004), the Citizen Participation Law (2010), the COOTAD (2010), and the Substitute Ordinance on Citizen Participation (2020). Relevant mechanisms such as local assemblies, citizen oversight, participatory budgeting, and accountability processes were identified, promoting transparency and social control; however, weaknesses persist in the lack of a formal strategy, limited integration of the approach into institutional planning, low citizen inclusion, and fragile integrity mechanisms. The study concludes that, despite the presence of valuable practices in transparency and participation, it is necessary to consolidate a local Open Government plan, integrate its principles into institutional planning, publish information as open data, strengthen inclusion, and reinforce integrity protocols, all of which will improve citizen trust and consolidate a participatory model in municipal management.
