Summary:The objective of this research is to establish strategies for strengthening Open Gobierno Autónomo Descentralizado Municipal in Chone canton, where it examines how to improve transparency, citizen participation and accountability in the public management of this canton. This research was developed through analytical, synthetic and inductive methods, for which techniques such as survey, interview and direct observation were used, in addition to technical criteria for an open state metric proposed by the presidency of the republic to measure the open status index in Ecuador, among its most relevant findings of the results included several critical areas that affect transparency and access to information in this institution; where moderate compliance with the Ley Organica de Transparencia y Acceso a la Información Pública (LOTAIP) is observed, especially in updating the information on the website; it is concluded that there are advances in transparency and open data until 2023, but deficiencies in 2024, especially in the updating and accessibility of information. Despite improvements in public procurement and budget planning, challenges persist in information transparency. The lack of clear regulations and internal procedures limits progress towards effective GAD, and the absence of a code of ethics and control mechanisms weakens institutional integrity.
