Para ello fue necesario la aplicación de los métodos investigativos como el deductivo, inductivo y el analítico-sintético, por los cuales se pudo recopilar datos confiables de los hechos demostrados. La presente consta de tres fases metodológicas en donde, en la fase 1, se identificaron las principales funciones que desempeñan los funcionarios públicos, mediante la investigación de campo y visitas técnicas para la aplicación de una entrevista a la directora del Distrito, teniendo como resultado que consta con nueve departamentos, los cuales responden a sus actividades individualmente. En la fase 2, se aplicó una encuesta, teniendo como resultado que los niveles de la eficiencia del desempeño laboral de cada uno de los colaboradores de la institución, identificando que existe la insuficiencia de personal, lo cual conlleva a que los procesos demoren en su ejecución. En la fase 3, se hizo la propuesta de un plan de acción de mejora, el cual está enfocado en mitigar las principales problemáticas que tiene la institución.
