Izvleček:This research analyzes transparency and access to information in the public administration of the Decentralized Autonomous Government in Pedernales Canton. It is based on the Ecuadorian regulatory framework, primarily the Constitution and the Organic Law of Transparency and Access to Public Information, which guarantee the citizens' right to information and the obligation of public institutions to provide clear and timely data. The main objective is to evaluate compliance with legal provisions related to transparency and access to information in the Decentralized Autonomous Government of Pedernales and to propose an improvement plan to optimize these processes. The applied methodology includes inductive, deductive, and descriptive methods, along with data collection techniques such as interviews with officials and surveys administered to citizens. These tools made it possible to identify significant gaps in compliance with the regulations, particularly in terms of updating public information and promoting citizen participation. The results reveal that, although there is institutional effort to comply with transparency guidelines, limitations still persist in the availability and accessibility of information. Moreover, there is a noticeable lack of awareness among citizens regarding their rights to access public information. In response to these findings, an improvement plan is proposed, focused on the implementation of technological, organizational, and training strategies, with the aim of strengthening citizen trust in the management of the Decentralized Autonomous Government and promoting a culture of transparency and accountability.
