The study combined qualitative and quantitative approaches, as well as documentary-bibliographic, descriptive, and field techniques. However, low effectiveness in the recovery of developed lots was identified, resulting in the loss of emblematic spaces such as the former central market. In this context, there is a need to consider new legally permitted uses in order to achieve a comprehensive and well-founded understanding of the urban issue. Regarding current policies and regulations, a limited relationship with land recovery was observed. Nevertheless, interviews highlighted the positive impact of four consolidated “Socio Housing” projects. Additionally, the results of a survey conducted with 149 citizens revealed that 75% are fully in favor of promoting initiatives for the provision of public services. This underscores that the main challenges lie in low satisfaction with these services and limited public management. |

This underscores that the main challenges lie in low satisfaction with these services and limited public management.La investigación titulada “Prospectiva y ordenamiento urbano: mecanismos de recuperación de predios baldíos en la ciudad de Calceta” tiene como objetivo analizar las estrategias de recuperación de terrenos baldíos en el cantón Bolívar, con miras a optimizar el ordenamiento urbano. Para ello, se aplicaron diversos métodos como el inductivo, deductivo, analítico-sintético, observacional, cuestionarios y observación directa, los cuales facilitaron la comprensión y el análisis de los datos recolectados. La investigación combinó enfoques cualitativos y cuantitativos, además de técnicas documental-bibliográficas, descriptivas y de campo. Sin embargo, se identificó una baja efectividad en la recuperación de predios edificados, lo que ha derivado en la pérdida de espacios emblemáticos como el antiguo mercado central. En este contexto, se plantea la necesidad de considerar nuevos usos permitidos por la ley, con el fin de lograr una comprensión integral y fundamentada de la problemática urbana. Respecto a las políticas y normativas vigentes, se evidenció una limitada relación con la recuperación de predios. No obstante, a través de entrevistas se destacó el impacto positivo de cuatro proyectos consolidados de “Socio Vivienda”. Además, los resultados de la encuesta aplicada a 149 ciudadanos revelaron que el 75% está totalmente de acuerdo en impulsar gestiones para la provisión de servicios públicos.
