Izvleček:The purpose of this work of technological research was the development of a web system to facilitate the process for conducting the Annual Procurement Plan (CAP) ESPAM MFL. For this purpose it was necessary to know the required steps carried out by the Department of Planning, through observation it was found that all processes are performed in a conventional manner, collecting data from different departments on paper becoming a problem when organizing the information. To meet the program objectives methods such as inductive-deductive were used and as support the observation technique that allowed verifying the performing of the process for preparing the CAP, MIDAS methodology facilitated the understanding and adequate control of the phases for gathering of information, system prototype, design database and programming, and as a complement to the logical development in MIDAS / FC iteration the XP methodology was also used. Programs like Visual Studio and SQL Server for the development of web system were made. Once the software trainings were conducted to the administrative staff; then the necessary tests were performed with the administrator and users to check the correct operation, resulting in meeting the stated the objectives and reduce the time to develop the CAP, concluding that the development of the web system helped significantly the development of the institutional PAC.
