Construyendo una nación : indigenismo y mestizaje en las políticas educativas bolivianas, 1900 - 1955

La presente investigación aborda las políticas educativas indigenistas en Bolivia, a fin de mostrar el modo en que éstas contribuyeron a la creación de una ideología del mestizaje que buscaba generar sentimientos de pertenencia nacional. Con este horizonte el estudio reconstruye la historia de la reforma educativa liberal de 1900 y los diferentes puntos de vista sobre la educación de los indígenas. Procede también con el análisis del pensamiento de Franz Tamayo, para revisitar después la experiencia de la escuela de Warisata y el intenso desarrollo del indigenismo oficial/estatal durante los años cuarenta. Por último, examina la reforma educativa "revolucionaria" de 1955, estacando sus vínculos con el movimiento denominado "indigenismo interamericano" y con la cooperación técnica estadounidense en las áreas rurales. El objetivo fue evidenciar las continuidades y transformaciones que existieron entre las dos reformas educativas más importantes del siglo XX respecto a la idea de civilizar a los indios, mediante la educación, para integrarlos a la nación boliviana: una comunidad imaginada que pretendió ser proyectada bajo un ropaje "mestizo". En suma, el propósito ha sido doble: ofrecer una mirada novedosa sobre el proceso educativo boliviano, reinterpretándolo, e identificar los vacíos de conocimiento a objeto de trazar posibles rutas de nuevas pesquisas. This research examines indigenous educational policies in Bolivia, in order to demonstrate how they contributed to the creation of an ideology of “mestizaje” that sought to generate feelings of national belonging. With this perspective in mind the study traces the history of the liberal educational reform of 1900 and the different views on the education of the Indians. It begins with an analysis of the work of Franz Tamayo, in order to then re-visit the experience of the Warisata School and the intense development of official/state “indigenismo” during the 1940s. Finally, the study examines the "revolutionary" educational reform of 1955, highlighting its links with the movement known as "inter-American indigenismo" with technical cooperation from the United States in rural areas. The objective is to demonstrate the continuities and transformations that existed between the two most important educational reforms of the twentieth century, which sought to civilize the Indians through education and integrate them into the Bolivian nation: an imagined community that was projected under the garb of “mestizo.” In sum, the purpose was twofold: to provide a novel perspective on the Bolivian educational process, therefore reinterpreting it, and identify knowledge gaps in order to trace possible routes for new inquiries.
