En abril y septiembre de 2000 la población del valle y del occidente boliviano salió a las calles; lo hizo en protesta por las limitaciones de una democracia que durante dos décadas fue cayendo poco a poco en una lógica prebendar y patrimonial de manejo del poder fundada en la denominada democracia pactada que, si bien ayudó a superar problemas de gobernabilidad durante este período, condujo a un extremo el manejo clientelar del Estado. |
