Development and conservation have inhabited the global public arena for the past 15 to 20 years, but the specific forms in how it has changed local territorial occupation has recently entered into debate. By focusing on the dynamics found in local governance and local environmental governance spaces a key pattern arose; the act of using local, and natural resources, as a platform for national energy agendas. Thus, a powerful trend has developed in the Ecuadorian Amazon and the Baños de Agua Santa Canton involving the physical and social conversion of natural landscapes into hydroenergetic frontiers. There have been numerous debates about how exactly environmental and conservationist paradigms are formed. Using a community and municipality as the focus of a case study I conducted research on how the specific relationship between local governance structures affect environmental dynamics in Baños de Agua Santa located on Tungurahua province. Environmental space, due to the need to reconcile often conflicting interests would be suitable to put the governance test, trying to motivate a real effort to avoid expressions of interest such as these that prevent the fulfillment of environmental objectives required by the government and society. |

El desarrollo y la conservación han dominado la plaza publica global por los últimos 15 a 20 años, pero las maneras especificas en como ha cambiado la ocupación territorial local solamente ha formado parte del debate recientemente. Para abordar las dinámicas de la gobernanza y los espacios locales de gobernabilidad ambiental, surgió un patrón clave; el acto de usar los recursos locales y naturales, como plataforma de las agendas nacionales sobre la energía. Así, una tendencia importante se ha desarrollado en la Amazonía ecuatoriana y el cantón de Baños de Agua Santa que incluye la conversión física y social de los paisajes naturales en las fronteras hidroeléctricas. Hubo varios debates acerca de como exactamente se forman los paradigmas ambientales y de conservación. Tomando una comunidad y un municipio como el eje de un estudio de caso, realicé ésta investigación basada en la relación específica entre las estructuras de gobierno locales que afectan las dinámicas medio-ambientales en Baños de Agua Santa ubicado en la provincia de Tungurahua.
