El acuerdo comercial con la Unión Europea: ¿derrota del movimiento antineoliberal en Ecuador?

El presente artículo analiza la influencia política del movimiento social antineoliberal en Ecuador frente al proceso de negociación del Acuerdo Comercial Multipartes (ACM) con la Unión Europea (UE), entre 2006 y 2016. La investigación empírica tiene como objetivo entender el giro en la política comercial del gobierno ecuatoriano desde el contexto socioeconómico doméstico y global. Se combinan diferentes enfoques de la Economía Política Internacional Crítica (EPIC) con el concepto de estructura de oportunidades políticas para rastrear la influencia del movimiento antineoliberal ecuatoriano frente al ACM con la UE; este rastreo de procesos se fundamentó en más de 20 entrevistas cualitativas a actores relevantes y en una revisión profunda de fuentes secundarias. The present article analyzes the political influence of the anti-neoliberal social movement in Ecuador in the face of the negotiation process of the Multipart Trade Agreement (MTA) with the European Union (EU), between 2006 and 2016. The empirical investigation pursues the goal of understanding the shift in trade policy of the Ecuadorian government through the socioeconomic context on the domestic and global level. Different approaches to Critical International Political Economy (CIPE) were combined with the concept of political opportunity structure in order to trace the influence of the Ecuadorian anti-neoliberal movement in the face of the MTA with the EU. This process tracing is based on more than 20 qualitative interviews with relevant actors and a profound review of secondary sources.
