Should it also affect the leadership that the Public Prosecutor exercises over criminal investigation? Should the body for investigations be considered as just another police force? Or, on the contrary, does it have its own characteristics that distinguish it from the police institution? Should penal investigation be understood as part of the police service or as a phase in the penal process?
