This work focuses on identifying the instruments to attract foreign capital and, explaining why results were not achieved as expected. The thesis employs the NATO framework developed by Hood, who classifies the policy instruments according to the basic resources that governments possess. The objective is to determine the coherence of goals, the consistency of instruments and, congruence between instruments and goals, as a result of the new instruments and goals adopted. |
