Resumo:Due to the strategic geographic position that Ecuador holds in the american continent, it has historically been considered as a transit country for illicit substances. The establishment of the Manta Base in ecuadorian territory in 1999 was a clear demonstration of interference by the United States in regard to the fight against drugs. Once the government of Rafael Correa came to power, pronounced by ideological guidelines of the new Latin American left, established an agenda differentiated from the North American neoliberal vision. The speech of former President Correa and the changes generated in the anti-drug policy in his government, built an image of a vulnerable country that represented a threat to the United States. This speech transcended and penetrated the opinion of the Academy, the Press and other institutional actors who, according to their interests, have spread diverse opinions about Ecuador as a strategic point for the drug trafficking.
