| 要約: | The present study aims to analyze; the rules, protocols and security procedures used by first responders during the internal commotion in Quito, October 2019, as well as the action of civil society in the presence of these professionals, in this way determine the importance of security and guarantees that the staff must have. The question that guides the research is: What are the safety standards of lifeguards in situations of internal shock, their strengths and weaknesses, case analysis of the city of Quito in October 2019?, to answer this question a bibliographic recovery is made, links to compilations of discussions and interventions, research already carried out, digital libraries and to which is added interviews with key characters, as security specialists, first responders and police, who participated in this event. The results show that lifeguards are vulnerable to these events, where the role of these professionals and their protection are not considered, in addition there is a deficit in tactical training in the face of these scenarios that are not common and that require compliance with strict protocols, as well as knowledge about international conventions and guidelines that seek the protection of lifeguards. |
