סיכום:The study realized about the management of the Ecuadorian Culture House ¨Benjamin Carrión¨ (CCE) during the period 2008-2012 offers a diagnostic of the institutional administration, a management alternative, and the defense for its implementation. It is analyzed from the institutional stage revealing the philosophical, historical, and cultural foundations, and the concepts of public management that have defined the existence of CCE. These elements guided the evaluation of the management and brought forth concepts to formulate the proposed alternative. After the self-evaluation, an analysis of the institutional performance in the defined period was permitted, a diagnostic that leaves us with concerns in the leadership style, the institutional strategy, the attention to people, the alliances and management of resources, the processes that the administration should heed; and the absence of criteria for institutional evaluation. With the weaknesses found and the perspectives of modern management, a management model is formed with the theoretical base of the EFQM model and the support of the Ibero-american model; this strategic component constitutes the structure of the model that emphasizes what the Ecuadorian Culture House (CCE) parent should do to put into place the changes in each area of attention through the implementation of the strategies suggested. Finally we defend the need to institutionally discuss the implementation of the proposal regarding the demand of institutional change, the attention to human and cultural rights, to work with an institutional agenda strengthened with top quality and critical factors for success that the model offers, the same that is indifferent to whatever autonomously organized definition or annex to the political state. We have fulfilled our purpose of studying the CCE management and formulating a model that adjusts the entities services to meet top quality criteria.
