סיכום:This research aims to analyze the reasons and factors that influence the variation of informal trade between the cities of Tulcán and Ipiales, compared to the application of safeguards and price variation within the 2014-2016 period. To achieve the silver objective an investigation has been carried out with a mixed approach of descriptive scope; for which, a process of collection and analysis of quantitative and qualitative data has been carried out. The quantitative analysis focused on the statistical records of the trade balance between Ecuador and Colombia, safeguards, exchange and monetary conditions, operational management of Ecuador's customs and finally the socioeconomic and commercial situation of the cities of Tulcán and Ipiales. The qualitative analysis was carried out through open-ended questions, which were aimed at government and private agents that are in the field of border trade in these two cities. The study demonstrates the paradox that arises between the application of a trade policy, which reduces imports and the deficit in the Balance of Payments, but in turn increased informal trade in the textile sector of clothing, which by Particular conditions of trade in this part of the border have created a favorable strategic scenario in the trade of Ipiales with respect to Tulcán. In addition, it allows us to describe the behavior of border trade, which, being unable to capitalize on its internal conditions, a lack of economic, human and knowledge capital is destined to weak economic growth and a condition of informality in its trade activities.
