Sumari:The illicit traffic of cultural property is one of the biggest traffics in the world nowadays and it has links with the organized crime and international terrorism. This illicit activity is facilitated by insufficient or inadequate regulation, the opposition of the market countries to any progress in the field and the institutional weakness of the affected countries. Ecuador is one of the affected countries and thus requires to elaborate an integral plan to protect its cultural patrimony. The present thesis aims at establishing a strategy that our country can follow under the framework of the Convention of UNESCO on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property of 1970. Additionally, the thesis will cover an analysis of the present situation of this phenomenon and its main challenges. On this line: - The first chapter introduces general information on the subject. - The second chapter analyzes different related aspects of the illicit traffic of cultural patrimony and the evolution of the legislation in different regions of the world. - The third chapter presents the principal instruments and relevant international decisions. - In the fourth chapter important change opportunities are studied. - The fifth chapter presents the conclusions and puts forth a proposal of an integral strategy for Ecuador.
