Sumario:In the town of Bolivar province of Carchi improper handling of municipal solid waste in households is evident. Because of this malpractice environment and society they have been affected. Port this reason the central objective of this research is to determine whether the management of solid waste in the city of Bolivar, meets national public policy and guarantees human and environmental rights from the level of generation and household storage of solid waste. For this research we have developed four chapters. In the first chapter the research approach is based on the problems caused by inadequate management of municipal solid waste. It analyzes what theoretical aspects allow greater understanding of the problem from the perspective of public policy, the model of public management, human rights and nature, culture and citizen participation, as well as the potential environmental risks and impacts. In the second chapter the findings regarding the management of solid waste in the city of Bolívar are presented. However several results for the province of Carchi and national level are also presented. It's information was obtained by running personal interviews with various actors in the city and public servants of the municipality of Bolivar and Ministry of Environment, represented in the territory by the Provincial Directorate of Environment of Carchi. In the third chapter management alternatives attached to the local reality shows, based on the results of interviews and previous studies in order to correct the weaknesses found in the local government and citizens. These management options are designed to facilitate the implementation of a quality public service for handling solid waste, both for the city of Bolivar as a cantonal level. Finally in the fourth chapter the most important conclusions of the investigation are presented, the limitations of this study and research potential that can be developed in the future is described.
