Резюме:The dramatic changes caused in the international system in the early nine ties, as a result of the dismantling of the characteristic bipolar post war order, and the emergence of a new order of unipolar nature where the strategic, economic, political and military hegemony is reaffirmed US, were accompanied by the emergence of new actors and events that tested the ability of international institutions and of the States themselves, in order to behave correctly in such a complex context. In the case of Canada, primarily from politicians and civil society sectors a fever debate on the relevance of incorporating Human Security as the focal point offoreign policy began. Following this process occurs adopting Axworthy Doctrine, seeking same position Canada in the international systemas a true average power. The main actions were: the promotionof the Treaty on anti-personnel Landmines, the strengthening of the International Criminal Courtand the inclusion of the Responsibility to Protect as a net international law, thus linking all these issues to human development and human rights. The attacks of September 11, 2001, contributed to align Canadian policies and state elites, to the merely securitarian vision of American foreign policy, emanating from the above events. The humanistic approach placed broad popular and social sectors in favor of diplomacy that had like axis the human being and an integral concept of security began to be relegated.
