UNASUR como experiencia de cooperación regional- intergubernamental en Suramérica. La integración en infraestructura, periodo 2014-2017

This research analyzed the factors that have limited the progress towards a South American integration in the field of infrastructure, during the period 2014-2017. Considering that the analysis of the experiences that took place in this area requires a contextualisation of Unasur within the framework of the regional integration and consensus initiatives, an approximation was made to the complex intergovernmental construction process in South America. These elements reinforce the analysis of the strategies and infrastructure policies that from the Cosiplan had repercussions in the regional scope; concluding that regardless of the political will expressed; the weakness of regional infrastructure strategies and policies, the primacy of national interests, the lack of sufficient political will, and conflicts with local actors, registered in the 2014-2017 period, limited progress towards effective integration in the field of infrastructure.
