Aportes de la Cooperación Suiza en las comunidades de la parroquia Licto, a partir de la construcción del canal de riego Guargualla Licto 1991-2007

The present research work has as main objective to analyze the bilateral cooperation between both countries of Switzeland and Ecuador since it was present from the year of 1959 to the year of 2009, within the Province of Chimborazo, particularly, County of Riobamba, Parrish of Licto by means of the watering project “Guargualla Licto”, the same that starts on the 21st of April of 1990, deal sign for the funding and creation of the first phase, with validity till the 31st of December of 1995 to be the main executors of this project the Instituto Ecuatoriano de Recursos Hídricos (INERHI), CESA (NGO) and the COCODAL as a local organization. It is shown the unfolding of the COSUDE within the country to make a precise description of the context in which the project was developed to see in a clear way the specific action within the environmental, economic and social topics in the Parrish of Licto through the project Guargualla Licto. By using a constructivist approximation, the work carried on by the Swiss Corporation is pretended to be examined, the existing cooperative dynamics and the principal difficulties that impede bigger advances within the project. Although the found difficulties in this project, it has shown that is possible to create development policies of the farming area of Ecuador.
