Gaia:The present case study investigated one of the most important processes that have the attention to the external user, the entry of writings and how the quality of the service received affects the index that measures the efficiency, reliability and credibility of this public service. This study was carried out in the Northern Judicial Complex of the Metropolitan District of Quito, where the problem of high waiting and congestion times in the care windows by external users was identified. The mechanisms that are currently used to expedite the attention and influence they have on the technological and communication and information systems that have been implemented are analyzed. The analysis and comparison of the justice administration systems of other countries and their advances in the implementation of ICT contributed to respond to the specific objectives of the study. It was identified that the results of the service showed imbalances in its application due mainly to government and budgetary problems and the effects of the pandemic. For this purpose, an investigation was conducted with a mixed methodological approach from measurement tools such as the survey, the interview, and obtaining data through sampling under field observation.
