Ամփոփում:International cooperation is conceptualized and understood from different perspectives, according to the actors who operate it, the objectives they pursue and the activities they carry out. International cooperation has its origins in the “San Francisco” Conference of June 25th, 1945, the Conference at Rio de Janeiro on 1947 and at Bogotá on 1948, at the same time and place where the Organization of American States (OAS) was created. The Durban Conference, held from August 31st to September 8th, 2001, recognized that people of African descent have for centuries been victims of racism, racial discrimination and enslavement. Therefore, they must recognize their rights to culture and their own identity and to participate freely and on equal terms in the political, social, economic and cultural life of the country. Poverty is further accentuated on indigenous peoples (88%) and people with African descent (69, 8%), which is caused by an impoverishing system to these violated groups. Since the 80s, much of the international cooperation has allocated resources to the development of Afro-Ecuadorian people, but although Ecuador lives processes of positive changes on its development model, the levels of participation of people with African descent in areas of public and private management are limited. The Observatory for Development Cooperation in Ecuador triggered a mapping of the status of international cooperation on Esmeraldas, Carchi, Imbabura, Sucumbíos and Orellana provinces. The information that came from this mapping showed that the estimated investment reached almost USD130 million for 2005. It then is verified that international cooperation has given its contribution to the promotion and visibility of people with African descent. Instead the academy has placed little emphasis on its responsibility of theorizing and generating methodologies to identify and make visible this Afro-Ecuadorian’s problems. These reasons suffice to justify the focus of our study on specifically the Afro-Ecuadorians.
