| Samenvatting: | International Cooperation is a complex analysis topic. There are experts who support it and others who consider this is a different form of oppression from one State to another. In this investigation, those disagreements are not included, however is considered the alignment of the Spanish Cooperation (SC), specifically, to the Ecuadorian development objectives, taking into account the interests of the giver and the receiver country, those are not always the same and don´t necessary match between them. In addition, it observes national priorities, the way in which the SC contributes to the achievement of the Ecuadorian State objectives , the coordination difficulties , and how Ecuador, through his different public organizations , manage the resources coming from the international help for this, the TAN methodology (Territorial Articulation Network) is applied, as a measure instrument to the effectiveness of international cooperation, endorsed by the United Nations Development Program (UNDP), it is in charge to show the scope and search results. With this study, we intend to know and understand the causes of an incomplete alignment, when it is presented, and how this affects the performance of the SC. It also evaluates how the SC is established as an instrument of foreign policy. |
