Seguridad ciudadana e iniciativas culturales en Guayaquil, en el período 2000 – 2014

This paper seeks to examine under what vision the local Government of Guayaquil understands and manages citizen security, also what is the priority that cultural initiatives plays in the reduction of violence in the city. This paper will analyze the period 2000 - 2014; in which appertains to the time of implementation and development of the Plan “Más Seguridad” and the “Corporación para la Seguridad Ciudadana de Guayaquil”. The object of study on this investigation focuses on finding what place does the cultural initiatives on the actual security agenda of Guayaquil´s town hall occupy and which gaps may exist to incorporate these initiatives in prevention and citizen security programs. This paper is framed in understanding two central axes; the first point seeks to understand how it has been handled the concept of citizen security on the agenda of the Municipality of Guayaquil, and its preference for hard-line policies. The second axis seeks to show that in Guayaquil city exists a variety of artistic and cultural initiatives led by civil society organizations, aiming to reduce insecurity and prevent violence, but are not articulated to the Municipality work. In this sense it seeks to understand why there is a distance between two actors that, even if they use different strategies, they are both working for the same goal.
