La relación entre el nuevo paradigma de la Seguridad Ciudadana y los Derechos Humanos en el Ecuador: Caso del Proyecto Libertador

Over time, the way to understand and conceptualize the security has been changing, which has been influenced by the current events and the needs that should be answer in every age. Hence, we can speak of a paradigm shift in relation to security, where stops focusing on the State to switch to concern with the welfare of the people and giving them participation in this task. It is known as citizen security. This new way of dealing with security, involves the respect and guarantee of human rights as a priority component, which entails to maintaining a proper alienation of the public policies relating to citizen security, respecting their human rights. This fact comes into question with the implementation of the “Libertador” project, which seeks to perform telephone interceptions in order to obtain information that serve as evidence in criminal proceedings, using technological tools. Thus, there is a need to establish the relationship between public safety and human rights in the Ecuador, in order to determine any restrictions on freedoms or rights violations that are conducted to ensure the safety of persons. So, it is necessary to know the structure, operation and scope of the “Libertador” project, and then, through a weighting of rights, establish the impact that this project can generate in the human rights, such as the privacy ant the inviolability of correspondence.
