Ecuador is one of the first countries in Latin America that has a set of norms and dispositions that guide almost every activity in relation to disabilities. Nonetheless, the unemployment rate for people with disabilities, is not decreasing globally nor nationally. This current situation has risen a profound interest to investigate through a qualitative analysis the factors that fall into the implementation and fulfillment of the objectives of public policy in contrast to the high percentage of unemployment. This investigation focuses directly on the people that make up the 4% of labor inclusion in the Decentralized Autonomous Governments (GAD’s) of the Carchi province period 2014-2018. |
